ORDER:

The scheme of transfer of personnel from the Directorates to the Departments of Secretariat and from subordinate offices to the Directorates against substantive vacancies introduced in the G.O. first cited was further extended for a period of two years from 1-1-1977 in the G.O. second cited.

 

2.            The question of continuing the scheme on a permanent basis was considered by the Committee of Secretaries to Government. The committee made the following recommendation.

 

"While observing that the system introduced for taking suitable Lower Division Clerks, upper Division Clerks. Superintendents from the Subordinate Offices lo the offices of the heads of Departments and from latter lo the Secretarial on percentage basis has its own advantages. It was agreed that it should be continued on permanent basis and necessary amendments effected in the service rules. It was also agreed that actual vacancies should be taken into consideration for filling up the posts and not the substantive vacancies as provided in the earlier G.Os. In order to ensure that system is regularly followed, it was decided that rotation system should be evolved, and procedure prescribed so that every 8th or 4th vacancy as the case may be, can be utilised for filling up the vacancies arising in the offices of the heads of Departments or the Secretariat by transfer of the persons from the subordinate offices of Heads of Departments."

 

3.            The government after careful consideration have accepted the above recommendation of Secretaries lo Government. The Andhra Pradesh Public Service Commission has also given its concurrence to the proposal. The Government accordingly direct that (I) the scheme of transfer of ministerial employees to the Departments of Secretariat from the offices of the Heads of Departments and from subordinate offices to the offices of Heads of Departments introduced in G.O.Ms.No.1647, G.A.(Ser.B) Dept., dt.31-10-1960 be continued on a permanent basis (2) hereafter transfers be effected not only against substantive vacancies but also against all actual clear vacancies (excluding leave vacancies) in respect of the posts mentioned in the Annexure as per the percentage indicated against them, and (3) if persons transferred suffer reversion they should be reverted to their parent office.

 

4.            Necessary amendments to relevant service rules will be issued separately.
